US senators are meeting during the weekend for the first time since the government shutdown began over a month ago, but hopes for a cross-party deal on how to end the standoff appeared to recede as Republican senators floated a proposal unacceptable to Democrats: eliminating the ACA, known as Obamacare.
Growing Consequences of Federal Closure
The impact on Americans from the lengthiest closure of the federal government in history worsened on Saturday, as government employees went unpaid, airlines were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.
Trump's Proposal from Golf Course
As weekend meeting got under way, GOP senators embraced a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by HSA-style accounts.
"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
GOP Endorsement
Multiple Republican senators welcomed the plan, which is comparable with a alternative for Obamacare proposed in 2017.
"We will replace this broken system with something that is truly better for the patient," one senator stated.
Another senator commended Trump's proposal on social media, and displayed a large print of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator posted in response to Trump's suggestion. "We need to stop public funds from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."
Opposition Reaction
Opposition senators expressed concerned reactions to Trump's proposal.
"Essentially, Donald Trump's 'proposal' for health care is another cynical attempt to eliminate Obamacare," one Democratic senator stated. "It's the same unsuccessful Republican plan that's been rejected by voters and Congress."
Another lawmaker responded to the criticism of carriers by writing: "Well, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Really? Then I applaud your support for universal healthcare."
Continuing Negotiations
The Senate adjourned without finding a solution, but Senate Republican leaders have indicated an openness to an developing proposal from a handful of centrist lawmakers to end the shutdown in return for a future vote on the ACA payments.
One Democratic senator, who is spearheading the talks among moderates, said that Democrats "need another way ahead" after Republicans rejected an proposal to restart the government and extend the subsidies for a year.
Another senior Democratic senator continued in maintaining that Republicans should agree to a 12-month continuation of the subsidies before negotiating the long-term of the subsidies.
"Doing nothing is derelict because people will go into debt, people will become uninsured, people will get sicker," the senator said in a Senate address. "That's what will happen if this Congress fails to act."
Political Dynamics
None of the Republican senators seemed to address the fact that consumers would still need to buy plans from the same insurance companies, or that Republican lawmakers need the backing of several Democrats to reopen the government, and the concept of eliminating and substituting Obamacare with savings accounts is unlikely to earn a solitary Democratic vote.
Some analysts suggested that the essence of such a proposal would eliminate the ACA's mandate that insurance companies cover individuals with existing health issues.
After his golf outing, Trump returned to his private club and reiterated on his insistence that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a iteration of the plan that failed to garner enough support in 2017.
